Hong Wenzhe, director of the Quanzhou Land Inspection and Quarantine Bureau, Jinjiang land port inspection office, told reporters that before the inspection of the first imported cotton laboratory in Fujian province in Quanzhou, and before the inspection was made in October 2013, the import of cotton samples from the enterprises in the province should be sent to Guangdong, Shanghai, Zhejiang and other places to test, causing problems such as lengthening the customs clearance time and increasing the cost.


At the end of January this year, Xiang textile almost encountered such a situation. Mr. Qiu, the head of the trade, introduced a total of 7000 tons of cotton imports that could enjoy 1% tariff quotas in the previous cotton year. According to the current market price, the price difference between imported cotton and cotton in the quota is 4000 - 5000 yuan / ton, and imported cotton within the quota can save large cost for the enterprise.


However, it was less than 10 days from January 28, 2014 when the import quota expired in the last year. The two batches of more than 1300 tons of cotton have just arrived in Hong Kong, waiting for inspection and shipment. "At that time, before the Spring Festival, the relevant departments and staff members worked overtime on weekends, and began sampling inspection in January 20th. On the 25 and 26 days, two batches of cotton were successfully reported, with only 7 days in use, which saved the enterprises a 6 million yuan tax rate difference." Qiu made an account of the reporters. If the samples were sent to Ningbo, Shanghai and other places according to the previous process, and during the Spring Festival, the inspection process may last for two months or more, and the waiting time is about 8.5 times that of the local inspection.

"6 million yuan is only the earned price difference. In fact, the cost of logistics and warehousing is far more than that." Hong Wenzhe told reporters that before the launch of the Jinjiang land port bonded warehouse, most of the imported cotton from local enterprises was transferred from large ports such as Shanghai, Qingdao and Zhangjiagang.


In this regard, Hongyuan Textile (Quanzhou) Co., Ltd., which first imported cotton from Jinjiang's land port in September last year, was deeply touched by the fact that "in addition to improving the efficiency of customs clearance, logistics and transportation, compared with the recent Xiamen port, can also save about 50 yuan / ton." The company's responsible person said that as far as now, Hongyuan has purchased 10 thousand tons of cotton through the Jinjiang land port's independent import of cotton and trade, which saved a total cost of about 500 thousand yuan.


And the return from Qingdao to Jinjiang is more obvious. According to the report, the shipment of cotton from Qingdao port to Yongchun, where the factory is located, is about 20 days, and the logistics cost is 500 yuan to 600 yuan / ton. If transported to Yongchun from Jinjiang land port, it will cost 70 yuan to 80 yuan / ton, which is equivalent to 500 thousand yuan per 1000 ton cotton. In addition, if the clearance time is lengthened, it is necessary to lease the port storage. The cost of storing cotton at Qingdao port is about 1.2 yuan / ton / day, while the current cotton storage cost in Jinjiang land port bonded warehouse is 0.35 yuan / ton / day, equivalent to 1000 tons of cotton per day, saving 850 yuan per day.


"Cotton is a staple commodity, one price per day. For trade enterprises, the formation of the Haixi import cotton trading center and the improvement of customs efficiency can help enterprises to reduce the risks brought about by the fluctuation of cotton prices.
