The State Council Brewed The Small And Medium Administration Bureau

In September 22nd, the Ministry of industry and Commerce issued the "12th Five-Year" SME growth plan (hereinafter referred to as "planning") at the China SME Summit Forum held in Guangzhou.

The plan puts forward that we should continue to clean up the fees involved in small and medium-sized enterprises, standardize administrative and business charges and conduct service charges, and lighten the burden of small and medium-sized enterprises.


However, in the past year, the action taken by the Ministry of industry and commerce to reduce burdens has yielded little effect.

People familiar with the matter told the China Times (micro-blog) reporter that the 69 categories and thousands of charging items found in the inventory were far from being cleaned up, and some items even revived.


A person familiar with the matter revealed to the newspaper that the state is in the process of establishing a high-level coordination mechanism for the management system of small and medium-sized enterprises, that is, the establishment of a small and medium-sized enterprise management bureau directly under the State Council or relying on a large ministries and commissions to promote the burden reduction actions for small and medium-sized enterprises.


  

Alleviate excessive burden

Little effect


More than a year ago, a history of the largest, the highest specification, the longest time for small and medium-sized enterprises to reduce the burden of action has been launched.


The reporter learned from the Ministry of industry and information department that in June 13th last year, the State Council set up a leading group to reduce the burden of enterprises. The leading group was headed by Li Yizhong, then the Minister of the Ministry of industry and commerce. The Vice Minister of the Ministry of supervision and vice chairman of the rectification office, Qu Wanxiang, Ren Pengsen, deputy director of the national development and Reform Commission, Miao Wei, Vice Minister of Finance and Wang Baoan, four Deputy ministerial officials, served as deputy group leader.

From the second half of the year, special management activities to reduce the burden on small and medium-sized enterprises will be carried out in three stages. The relevant departments will be required to carry out supervision and clearance before the end of August, and from September to October, policy measures to reduce the burden will be put forward.


However, over the past year, the burden on enterprises has not improved significantly.

Many of the people interviewed by this newspaper said that administrative fees were far from being cleaned up. Undocumented charges and illegal charges were still frequent. In some places, the administrative fees charged in the financial crisis began to revive again.


In accordance with the request of the working group on lightening the burden, no department or unit shall have the right to charge any fee to the small and medium-sized enterprises except the national laws and regulations and the fees charged by the financial and price departments under the State Council.


However, an official of the Guizhou Provincial Commission of letters acknowledged that in some areas, some functional departments have heavy approval, light service, heavy fees, light work and low efficiency, and there are still "arbitrary fines, arbitrary charges and arbitrary apportionment".


Departments shuffle each other.


This is not the first time to reduce the burden. Every 2 to 3 years our country will organize a special work to reduce the burden of enterprises.

In the past few years, tens of thousands of fees have been abolished nationwide, but the problem is that the burden reduction of enterprises has not yet gone out of the "circle of Governance - expansion - re Governance - re expansion".


In some people's view, the reason why enterprises' burden reduction has never been able to get out of the strange circle is that too much regulation has been put on the campaign style governance.

Sports governance can cut down a batch of charging items in a certain period, and investigate a batch of violators. Although it can produce a greater impact on arbitrary charges over a period of time, this is not a long-acting drug.


The regulations on the supervision of enterprise burden, which have been highly anticipated by the industry, have been drafted by the State Council since 2006.

According to people familiar with the matter, because of the coordination of interests among many government departments, the "long acting medicine" was later ignored.


The official of the Ministry of industry and Commerce said: "although the work of SMEs is located in the Ministry of industry and information technology, the Ministry of industry and commerce is also the leader of this burden reduction action.

Alleviate excessive burden

Real power has greatly weakened the actual effect of lightening the burden.


It is understood that the leading group is a phased working mechanism and does not belong to the newly established coordinating body for deliberation and negotiation.


With the continuous promotion of real estate regulation and the cooling of the land market, the land pfer fee as the "first source of repayment" has shrunk dramatically, and the repayment ability of local governments has been greatly reduced. At the same time, affordable housing and other livelihood projects also need a large amount of capital input, and administrative fees have become the "life-saving straw" of the local government.


"Some local governments are taking charge as a means to solve financial difficulties when they are unable to make ends meet." this undoubtedly adds difficulties to the development of enterprises.

Set up Deputy ministerial institutions


It is reported that in the course of this burden reduction action, the local government has also set up a working mechanism for lightening the burden.

Ministry of industry and related sources told reporters that in some places in the past, the "burden reduction" has been established, the burden reduction work can continue to be organized by the "reduction of responsibility".


The management system of small and medium-sized enterprises also needs to be straightened out and strengthened.

The people familiar with the matter said that the state is in the process of establishing a small and medium sized enterprise Council directly under the State Council.

But the Council may also rely on a large ministry to become the two level bureau of the Deputy ministerial level.


"After several government reform, the departments involved in the management of small and medium enterprises mainly include the SME Department of the Ministry of industry and commerce, the township enterprise bureau of the Ministry of agriculture, the State Administration for Industry and commerce, the individual and private economic supervision and management department, etc. these departments have different starting points and perspectives in the management of small and medium-sized enterprises, and there are gaps, overlaps and gaps.

According to the introduction, in the new round of institutional reform, some provinces and municipalities have set up the economic information committee or the Industrial Information Committee, and the original SME Bureau has been reduced to the departmental level units, and the administrative level and regulatory means of the local small and medium-sized enterprises are weakening.


This is obviously not compatible with the importance of small and medium-sized enterprises.

Public information shows that at present, there are 4000 SMEs in China, accounting for 99% of the total number of enterprises, contributing 60% of China's GDP, 50% of tax revenue and 80% of urban employment.


Among those interviewed by this newspaper, more inclined to set up the "small and medium enterprises Authority" directly in the ministries and commissions directly under the State Council.

Analysts believe that the advantage of this idea is that there is a clear and specific lead department, responsible for implementing the promotion policies of all small and medium-sized enterprises.
