The company's customer needs in Southeast Asia, the Middle East and other regions will be better met, and its foreign trade advantages will be further improved.

Although Fu Jianlin is now laughing from ear to ear, a few months ago, he was still anxious about the introduction of this batch of equipment.

In June this year, after analyzing and discussing the market, Shengxin Printing and Dyeing decided to replace a batch of rotary screen printing machines originally planned to be introduced in the middle of this year with digital printing machines with higher efficiency. Prior to this, the company had just spent nearly 4 months, spent more than 170000 yuan, and hired a third party organization to conduct professional assessment on the previous batch of equipment, such as environmental assessment, energy assessment, safety assessment, etc. "It was not easy to go through the process and get the approval permit for technical transformation. Now, because of the need to replace the equipment, it takes time and money to do it again." Fu Jianlin found the staff of the Administrative Examination and Approval Bureau of Keqiao District to this end and proposed: "If our energy consumption and pollutant discharge indicators do not increase, and we replace a new batch of equipment, can we open a green channel?"

This question made Shengxin Printing and Dyeing become the first enterprise in Keqiao District to experience the quick service of "three no more simple cases". Less than half a month later, the company received the license to use the new equipment.

The efficient simplification of the process benefits from the value-added reform of government services carried out by Keqiao District throughout the region. Zhang Xianliang, director of the Administrative Examination and Approval Bureau of the district, told the reporter that since this year, Keqiao District has taken the textile, printing and dyeing and other major industries as key areas, and has taken the initiative to provide enterprises with more extensive, deeper and more valuable value-added services around the whole life cycle of enterprises and the whole industry chain, so as to promote the implementation of the "No. 1 reform project" to optimize the business environment.

In order to solve the problems of long approval process and high cost of technological transformation of textile printing and dyeing related enterprises, this year, Keqiao District Administrative Examination and Approval Bureau innovatively implemented the service of "three non increase on brief cases": printing and dyeing enterprises only need to invite technicians to replace the same type of production equipment on the basis of no increase in the three indicators of "production capacity, energy consumption and pollution discharge" Pollutant discharge shall be measured and verified, and submitted to the economic and credit department, environmental protection department and other departments for review. Project technical transformation approval is no longer required, and government subsidies can also be obtained.

For 109 regular printing and dyeing enterprises in Keqiao District, the launch of this service will save them more than 90% of the time for submitting for approval of technical transformation projects. By the end of November, 30 enterprises had reported the service demand of "three no increase for simple cases", which could save more than 5 million yuan of third-party evaluation fees, as well as save labor and time costs for enterprises.

If Shengxin Printing and Dyeing meets the needs of enterprises in the process of finding policies, then more and more Keqiao enterprises will feel the sense of being "chased back" by policies. At present, relying on the digital platform of enterprise related government service, Keqiao District has accurately portrayed more than 1400 enterprises above the designated size in the district through big data analysis, and further refined the policy granularity, labeled various types of preferential enterprise policies at all levels, so as to accurately match the needs of enterprises with the policies.

Recently, the staff of Shaoxing Haitong Printing and Dyeing Co., Ltd. logged on the platform and entered the enterprise credit code, and found that eight documents related to the quality improvement and development of printing and dyeing enterprises at the Shaoxing city level and Keqiao district level had been matched and pushed to the enterprise account. In addition, the system also matched the corresponding reward and subsidy policies, and some of the policies could be applied without feeling and paid directly.

It is reported that at present, Keqiao District has iterated the digital policy cashing platform to realize the "one network allocation" of funds. There will be 133 district level characteristic policy issues launched in 2023, including 94 direct cashing and 39 quick cashing. The policy cashing time will be reduced from more than one month to an average of 7 working days. From January to October this year, Keqiao District has cashed in 773 million yuan of various kinds of preferential enterprise funds, achieving 110.7% of the annual goal.
