Li Kai Shoes Co., Ltd. used 18 thousand workers at its peak, and there are only sporadic personnel and vehicle activities in the factory. Another closely watched company in recent days is Microsoft NOKIA communications, Dongguan branch, located in Nancheng District, Dongguan. The huge factory building is very quiet, and security guards at the gate told reporters that "thousands of workers have been disbanded".

In fact, unlike the previous large number of industrial disputes that occurred during the closure of enterprises, Li Kai and NOKIA's "exit" showed a stable and orderly character.

As early as last July, Microsoft NOKIA launched an incentive scheme for voluntary turnover of employees, giving financial compensation in accordance with the relevant provisions of the labor law, guiding and motivating employees to quit their jobs automatically.

At present, the Dongguan branch has left about 3300 employees in two batches to leave this plan. All employees signed a Severance Agreement in the first quarter of this year to close the factory.

Li Kai, a Zhang surname employee, also told reporters: "the boss gave full compensation according to the labor law, and some workers with long working age can receive forty thousand or fifty thousand to one hundred thousand yuan compensation, and everyone is quite satisfied."

Houjie Town Labor Department said that it did not receive any complaints from the workers.

"Exit" procurement, R & D, industrial chain is still the advantage.

"We have moved the factory to Burma now," the reporter contacted Lai Guangming, manager of Li Kai Burma plant.

According to him, Li Kai's factory in Burma has been officially produced for two or three months, and is still in trial production stage, with more than 500 employees.

"Living by water" is the common feature of the earliest generation of foundry enterprises in Dongguan.

These enterprises, mainly in Taiwan and Hong Kong, have received orders from Hong Kong, Macao and Taiwan, and are processing and producing in Dongguan and other Pearl River Delta regions. They are exported to the world, making the Pearl River Delta the largest production base of information products such as shoes, toys, furniture and even computers.

But in recent years, the increase of production cost has made this area no longer a "paradise" for low-end manufacturing.

Zhai Su Ling, chairman of Dongguan Taiwan Funded Enterprises Association, introduces that the monthly wages of ordinary workers in Dongguan manufacturing enterprises are about $600, which is more than 2 times that of Philippines, Indonesia, Vietnam and Thailand, and 1.6 times more than that of Hunan.

At the same time, trade protection policies in Europe and the United States also "forced" enterprises to shift.

"At present, Europe and Japan have a tax exemption policy for imported shoes from Burma, so we move to this side, which is also a customer's request."

The reporter observed that along with the market fluctuation of the industry, the enterprise "live and die" becomes the obvious feature at this stage.

Microsoft NOKIA is a typical case. In 2013, when Microsoft acquired NOKIA mobile phone business, its business performance and market sales did not meet the expected target, orders continued to decline, and Dongguan factory capacity was overloaded.

A NOKIA employee told reporters: "a year ago, I felt that the company was dying."

But at the same time, the local smart phone industry is developing rapidly.

In 2014, the industrial added value of HUAWEI mobile terminals, BBK (002251, stock bar), Yulong Telecom, opper mobile and other 4 large mobile phone manufacturers increased to 15 billion 950 million yuan, an increase of 126.7%, pulling 3.7 percentage points above the above scale industrial added value in Dongguan.

Zhai said that despite the increase in production costs, Dongguan's industrial chain foundation, procurement and R & D capability accumulated over the years was nowhere else.

Statistics from the Dongguan municipal government show that there are tens of thousands of families in Dongguan.

The number of foreign-funded enterprises dropped from 857 in 2008 to 428 in 2014. Most of the shutting down enterprises were labor-intensive traditional processing trade enterprises, accounting for 67.1% of the total number of shut down enterprises.

At the same time, the total amount and quality of new foreign investment projects in Dongguan are improving: the total amount of actual foreign investment has increased from US $1 billion 810 million in 2008 to US $4 billion 530 million in 2014, and the average project scale has increased from US $1 million 956 thousand in 2008 to US $4 million 323 thousand in 2014.
