SAIC Five Measures To Support Development Of Circulation Enterprises

In addition to special provisions, the circulation service enterprises set up chain stores, which can directly register with the administrative departments for Industry and commerce at the place where they are located, with the relevant documents and registration materials of chain operations at headquarters.

Where conditions permit, we shall actively carry out the remote approval of enterprise names and the remote approval and registration of enterprises, try out the online pretrial of enterprise registration materials, and promote the process of electronic registration and online annual inspection.

We should give full play to the positive role of equity pledge registration in solving the financing difficulties of enterprises, especially small and medium-sized enterprises.

We should actively handle the registration of stock ownership, earnestly do the registration of chattel mortgage, and expand channels for enterprises, especially small and medium-sized business enterprises.

The law and administrative regulations and the decision of the State Council have not been set up, and the administrative departments for Industry and commerce at all levels shall cease to carry out pre registration licensing projects set up by some departments and locality.

For a general service enterprise, the minimum amount of registered capital shall be reduced to 30 thousand yuan unless otherwise stipulated by laws and administrative regulations.

Investors are supported by intellectual property rights and other non monetary assets to set up service enterprises. The proportion of non monetary assets contribution reaches up to 70% of the registered capital of enterprises.

We should attach importance to and strengthen the protection of trademark rights of well-known circulation enterprises, national and local commercial old brands, further improve the recognition system of well-known trademarks, increase the protection of well-known trademarks, strengthen the supervision of trade marks and intensify the crackdown on infringement.

To promote the "trademark authorized operation system" in large and medium-sized cities throughout the country, we should standardize the trademark supervision of large-scale wholesale and retail markets.
