Amount

Shenzhen ranks first among the lowest wage standards.

The minimum wage standards in different places are divided into different grades according to their own conditions, some are 4 stalls, some are 3 stalls, and there are only 1 stalls in the region, such as Shenzhen.

In the adjustment of the minimum wage standard, Shenzhen is the highest area of the national minimum wage standard, with an amount of 1320 yuan.

According to the introduction, this adjustment is the largest increase in absolute amount since the establishment of the minimum wage system in Shenzhen in 1992, an increase of 220 yuan over last year's 1100 yuan / month.

Reporters also noted that in recent years, the minimum wage in Shenzhen has always been in the forefront of the country.

Labor intensive industries increase wages to ease recruitment difficulties

Feng Ying, director and professor of the public management department of University of Science and Technology Beijing, told reporters in an interview with the law late that the minimum wage standard in the whole country is generally higher than that in other areas, such as the Pearl River Delta, the Yangtze River Delta, the surrounding Bohai and surrounding cities, and Shenzhen is in the leading position in the whole country.

This is mainly related to Shenzhen.

Economics

The sustainable development has laid a good foundation.

Zhou Qingjie, deputy director of the Department of economics, Beijing Technology and Business University, said that the industries in eastern Shenzhen and other eastern regions were mostly labor-intensive manufacturing, clothing and textile industries, which had a large demand for employment. To recruit more qualified workers, they must be regulated through the market.

The relevant person in charge of the Shenzhen Municipal Bureau of social and human resources also said that a modest increase in the minimum wage standard would help alleviate the difficulty of recruitment for Shenzhen enterprises.

In addition, Shenzhen and other eastern regions themselves are economically developed, and the location characteristics of processing and commodity export bases make them very much in need of high-quality labor.

Therefore, in order to attract labor force, increasing wages is inevitable.

Increase

Chongqing's average growth rate ranks first in the country.

After 2008, under the influence of the international financial crisis, some parts of our country, in order to help some enterprises tide over the difficulties, postponed the adjustment of the minimum wage standard of enterprises, until the beginning of 2010, the minimum wage standards were raised everywhere.

In 2010, a total of 30 regions adjusted the minimum wage standard, with an average growth rate of 22.8%.

Since the beginning of this year, a new round of wage adjustment has been carried out. The average growth rate of the 21 regions in the country is over 20%.

Among them, the average increase in Chongqing is over 30%, ranking first in the country, and the average increase in Beijing is above 20%.

Slow development in an attempt to narrow the gap

The minimum wage in Chongqing and other places in Western China has increased considerably.

Feng Ying said that this is because the development of these areas themselves is relatively slow. Now it is the general trend to narrow the gap between the rich and the poor. It is the consensus of local governments, and governments are making positive efforts.

Take the first increase in Chongqing as an example. First, in recent years, Chongqing's economy has developed rapidly, and the Chengdu Chongqing Economic Zone needs a lot of labor.

According to the plan, the future development goal of the Chengdu Chongqing Economic Zone is to strive to build an important economic center and an important modern industrial base in the western region by 2015.

Secondly, Chongqing is also trying to narrow the gap between the rich and the poor.

A meeting recently held in Chongqing clearly stressed the need to implement the "10 points of people's livelihood" with greater efforts, put the common prosperity in the most important position, and take effective measures to narrow the gap between the rich and the poor.

At the meeting, it was also put forward that the "normal growth mechanism of minimum wage standards" should be changed from the current two-year adjustment to one year adjustment, so as to synchronize the wages of workers and economic growth.

Zhou Qingjie analyzed that raising the minimum wage standard can not only retain the local labor force, but also rely on adequate labor force, vigorously develop the productive forces and shorten the economic gap with other regions.

Low income group

More sensitive to price

Yue Ying, deputy director of the Research Institute of wage and welfare research of the Chinese Academy of personnel Sciences, said that in the second half of 2007, China's CPI increased significantly.

So this year, all over the country set off a "raise tide".

Feng Ying said that the more low-income groups, the more sensitive to price fluctuations.

In particular, the rise in food prices will directly affect their basic life.

In recent years, the overall level of consumer price led by rising food prices has continued to rise. The living standard of low-income workers is greatly influenced by consumer prices, especially by the prices of food products, and the pressure of workers' basic living expenses increases.

A modest increase in the minimum wage standard will help to eliminate the impact of price increases on the basic livelihood of low-income labourers, and ensure that the living of low-income labourers will continue to improve with the development of the economy and society, so that low-income workers can share the fruits of economic and social development.

Suggestion

Raise wages by collective bargaining

The new round of "pay rise" has also triggered concern among all sectors of society that the pay increase will push up CPI.

Yue Ying said that some experts worry that if the wage increase over the region exceeds CPI, China will be plunged into a vicious circle of rising prices, leading to wage increases, wage increases and price increases.

For this concern, Yue Ying gave relevant suggestions and suggestions, and said that we should explore a scientific and reasonable wage adjustment mechanism.

Wage growth and adjustment should be based on GDP growth and labor productivity growth.

Similarly, the adjustment of minimum wage standards should be determined according to the economic development, the improvement of labor productivity and the rise of prices.

Feng Ying said that the minimum wage standard is only a minimum guarantee line for workers to live and produce. It is not enough to increase the income of front-line workers on the basis of minimum wage standards. They also need to follow the market line, and workers and employers can achieve the reasonable price of workers' wages through collective bargaining.

Yang Zhiming, Vice Minister of the Ministry of human resources and social security, said that the Ministry of human resources and social affairs would guide local governments to adjust the minimum wage standard in a timely and reasonable manner according to the growth of CPI, the average wage growth of society, the level of economic development and the employment situation, so that the minimum wage growth rate should be no less than the growth rate of local social average wage.

Minimum wage standard

News extension

The minimum wage standard refers to the minimum remuneration payable by the employer in accordance with the statutory working hours or the working hours stipulated by the labor contract signed in accordance with the law.

In August 1922, the Communist Party of China proposed in the outline of the labor bill that we should formulate a safeguard law to guarantee the minimum wage for labourers.

In 1948, the sixth Labor Congress clearly stipulated that the minimum wage should ensure the living needs of two people, including workers themselves.

In November 24, 1993, the Ministry of Labor issued the "minimum wage regulations for enterprises", and also formulated the supporting regulations on the implementation of the minimum wage guarantee system and wage payment regulations.

In 1994, the National People's Congress passed the labor law, stipulates clearly: the State implements the minimum wage guarantee system.

In January 20, 2004, the Ministry of labor and social security issued the "minimum wage regulations" and amended and supplemented the provisions of the Ministry of labor's "minimum wage for enterprises".

At this point, the minimum wage regulations began to be formally implemented.

Four clear areas

Wage increase and CPI linkage

The minimum wage regulations issued by the Ministry of labor and social security clearly pointed out that adjusting the monthly minimum wage standard should refer to the minimum living expenses of the local employed persons and their supporting population, the consumer price index and so on.

At least 4 areas clearly mentioned the adjustment of minimum wage standard reference CPI factor.

This year, affected by CPI's rise and rising prices, Ningxia will raise the standard again after the minimum wage standard was raised in May last year.

The specific way of Shandong's minimum wage and price linkage mechanism is to prepare the price index of basic living expenses for urban low-income residents by the price department. When the annual low income price index rises more than 5% over the same period, the linkage mechanism will be initiated.

The Anhui Provincial Department of human resources and social security said that the minimum wage adjustment was based on CPI and many other factors.

Wuhan has also mentioned that CPI will become the main reference factor for adjusting the minimum wage standard in the future.

Reporters also noted that in the first half of this year, CPI increased in a relatively high level, the minimum wage standard adjustment is also larger.

For example, Ningxia's CPI rose the highest in the first half of this year, up to 7.2%. This year, Ningxia raised the minimum wage standard by a large margin, with an average increase of 25%.

Among the regions that raised the minimum wage, 14, including Chongqing, had more than 5.1% CPI in the first half of this year.

The minimum wage standard of 11 of the 14 regions increased by more than 20%.
