On the 19 day, a message from the Ministry of commerce website said that in order to implement the request of the general office of the State Council Transmitting the notice of the Ministry of supervision of the people's Bank of China and other departments on standardizing the management opinions of commercial prepaid cards ([2011]25), the Ministry of Commerce recently issued the notice of the general office of the Ministry of Commerce on the special inspection of single use prepaid cards (commercial office rank letter [2011]909), which carried out special inspection of single use commercial prepaid cards nationwide from August 20, 2011 to October 30th.

The main targets are large shopping malls, supermarkets, large catering, beauty, health care, bathing and other life service enterprises, as well as the same brand chain enterprises and other card issuing enterprises with large scale, high card occupation ratio and a large number of consumers.

These enterprises are the main force of issuing single purpose prepaid cards, and have a strong exemplary role for all card issuing enterprises, thus becoming the focus of the management of single purpose prepaid cards.

The notice requires local commercial authorities to set up the catalogue of key issuing enterprises and conduct comprehensive inspections of key card issuing enterprises.

The key content of the special inspection is the implementation of the real name registration system, the limited issuance system and the non cash card purchase system.

In addition, the notice also requires local commercial authorities to understand the key issuers in the process of issuance, acceptance, service, system guarantee, fund management and validity period.

The notice stressed that the local commercial authorities should use single purpose before special inspection.

The notice stipulates that before the inspection of the competent commercial department, the card issuing enterprises should carry out self inspection and self correction so that enterprises can have sufficient time to adjust and correct their business and minimize them.
