The "save our industrial law" seeks to allow garments manufactured in the United States with textiles and fabrics in Philippines to enter the United States at zero tariff or preferential duty rates.
Reyes, executive director of Philippines Investment Bureau, said that these companies said that the two Japanese owned Zepher companies and Suzhou Tianyuan clothing companies were undertaking large-scale manufacturing operations in Shanghai.
Reyes said the two companies were complaining about the high cost of doing business in China.
These companies also expect that the "salvage of our industrial law" can be passed.
Some of their buyers have indicated that they preferred to choose sources from Philippines.
Zepher is a Japanese owned company that operates in Shanghai on a large scale.
The company produces high-end fashion items, such as exquisite knitted women's clothing sold in the Japanese market.
Reyes said Zepher has confirmed that the initial investment in Philippines will reach US $2 million.
Suzhou Tianyuan clothing company will also invest $2 million, employing at least 500 people.
