General Administration Of Customs: Matters Related To The Adjustment Of Processing Trade Policy

The relevant issues in the implementation of the customs are hereby announced as follows: (1) to suspend the supervision of the commodities restricted by some restricted categories in the forty-fourth announcement of the General Administration of Commerce of the Ministry of Commerce. (1) the processing trade business of the furniture products listed in Annex 2 to the 97 announcement shall be subject to the supervision of the non restricted commodity processing trade business in accordance with the provisions of the regulation No. 1, 2007.

(two) after the cancellation of the processing trade manual (including electronic manuals and paper manuals, hereinafter referred to as the Handbook) of the original restricted furniture products before December 1st, the customs will refund the collected deposit and interest.

Two. Regarding the business handling before the adjustment of information system, customs is adjusting the information system, and modifying and improving the relevant system procedures to meet the requirements of policy adjustment.

Before the adjustment of the customs related information system is completed, the customs shall go through the relevant procedures according to the manual operation mode: (1) the enterprises that have been assessed by the customs as category A and category B to carry out the "suspended" processing trade business according to the provisions of Article 1 of the 97 announcement shall be exempted from the account guarantee when the handbook is put on file. When the handbook is changed, the account guarantee will no longer be collected, and the collected account guarantee and interest verification shall be refunded after closing the case.

(two) the enterprises that have been assessed by the customs as category A shall carry out the processing trade of the original restricted category catalogue according to the second provision of the 97 announcement. They shall be exempted from the account guarantee when filing the handbook. When the handbook is changed, no margin deposit will be collected, and the deposit guarantee and interest verification that have been collected will be refunded after closing the case.

Three. About business change.

Since December 1, 2008, the processing trade business that records or changed procedures for enterprises shall be implemented in accordance with the first, second provision of Announcement No. 97.

(four) on the supervision of account books in electronic account books.

(E) to apply for an advance account manual to write down the manual for the account book before December 1, 2008, and to apply for the supervision of the electronic account book, and refund the collected deposit and interest after the Customs has written off the special manual for the enterprise.

After the cancellation of the special manual for the account book, the enterprise will set up a new ledger manual in accordance with the relevant provisions of Announcement No. 97.

Five, this announcement has been implemented since December 1, 2008.
